Work Session

1. Call to Order. Mayor Cat Callen called the
worksession to order at 7:05 p.m. Councilmembers Kurt Reece, Bruce Wood,
and Duane Blakeslee were in attendance. Councilmembers Chuck Larosche and Mark
Gladney were absent. Planning and Zoning Commissioners in attendance: Starlet Sattler,
Monica Knighton, Efrem Casarez, Naji Norder, Wayne Cooper, and Dennis
Sedlachek. Commissioner Al Marsh entered the worksession at 7:15 p.m. The
following City staff attended the worksession: David Buesing, City Manager;
Charles Simon, Assistant City Manager; Karen Thompson, City Secretary, Clyde
von Rosenberg, Assistant Planning Director; David Najvar, Assistant Planner.
2. Discuss Only
A. Biannual worksession with the Planning and Zoning
Commisssion for discussion regarding matters related to the duties,
responsibilities, assignments, directions, accomplishments, and goals of the
Planning and Zoning Commission. Mayor Callen stated intent to
discuss zoning categories. She listed the current zoning categories. She
stated that people she has talked to have indicated that our zoning is broken.
She asked for input on why it is broken. Mr. Cooper stated that there is no
special use permit. Mr. Simon stated that there are very few. He provided
information on the City’s process and noted that it is different than that
which Mr. Cooper was referring to. Mr. Blakeslee indicated a need for mixed
use. Mr. Norder asked regarding ALUR. Mr. Blakeslee indicated that the
categories are probably too broad and there is a need for mixed use category. Ms.
Sattler indicated there is too much in each use category. Mayor Callen stated
that maybe there is a need for better definitions. Mr. Blakeslee stated there
is a problem with mixing zoning with site development. Mr. Marsh stated that
he thought they were hand and glove. Mayor Callen stated that maybe site
development code should be zone specific. Mr. Wood stated that they may need
to revisit requirements due to 130 and need to look at those corridors where
they want higher density. Mr. Marsh stated that he thinks there needs to be
more of an emphasis on the flavor of the area with no radical changes from existing
to new structures.
Mayor Callen lead a discussion regarding the existing zoning
categories: (A) Agriculture, (RS1) Single Family Residential, (RT1) 2 Family
Duplex, (RM1) Low Density Multi Family, (RM2) High Density Multi Family, (MH1)
Manufactured Housing. Discussion included the possible need for additional
categories for recreation, open space, condos and townhomes.
Mr. Reece made a motion to recess the worksession at 8:26 p.m. Mr. Wood seconded the motion. All voted in favor. The motion carried. Mayor
Callen reconvened the worksession at 8:27 p.m. Mr. Wood recommended that staff
bring forward proposed changes for consideration. Mr. Simon indicated that
they would need the Council’s feedback. Discussion was to be continued
regarding commercial use categories at a Council worksession with the Planning
and Zoning Commission on February 28, 2006 at 6:30 p.m.
3. Adjourn. The worksession was adjourned
at 8:42 p.m.
